Integrated capability management

The CSIR provides capability development and management decision support for clients in the safety and security cluster. Drawing on its expertise in system of systems engineering, the CSIR’s integrated capability management group enables multi-agency operational effectiveness, enterprise architecture design, interoperability and data model development to facilitate and enable joint, interdepartmental and multi-agency operations. Some of the CSIR’s successes in this domain include interoperability system development of integrated command and control and communications systems used during the soccer 2010 World Cup as part of the military support, as well as for various South African National Defence Force (SANDF) operational exercises, including border protection exercises.

The CSIR has been instrumental in developing interoperable software system applications and tools in operational centres for various clients, both for civil and military applications, to provide situational awareness and improve operational efficiency. These include the cyber security operational centre established for the City of Johannesburg municipality to monitor cyber security incidents, the Department of Defence’s asset and fleet management operational centre used for logistics operations management, and the establishment of the Covid-19 operation centre for the Department of Health.

Operational commander centre for asset and fleet management

The operational commander centre for asset and fleet management system was developed for the SANDF logistics division as a decision-support capability that provides situational awareness of its logistics assets and fleet to ensure effective management of operational assets and improve operational efficiency and safety of personnel. The centre is customisable for any client's requirements. It is a dedicated platform that provides live tracking of both vehicles and assets,  provides the health and status of vehicles and assets, relays notification of driver behaviour anomaly, analyses fuel consumption patterns, reports on vehicle maintenance trends, geofence and speed transgressions, as well as visualises vehicle routes and route planning information as part of logistical and operations planning support.
